The underlying principle is that neglect invites neglect. The general public does not realize the potential impact on natural resources by millions of well meaning recreationists. It is very difficult to encourage adults to attend venues where they can learn important skills to protect the environment. ROAR will focus on young people who are easier to reach through current youth venues and are more easily influenced. They will learn that as an individual they can make a difference by adopting proper ethics that will lead them in their actions.
